Finding the Alec voice on an iPad mini two

I have a friend who just bought an iPad mini two and he can't find the Alex 
voice any suggestions

Go to settings, accessibility, VoiceOver, speech, default dialect and Alex is 
under the English U.S. heading.

Hello, I went to Settings accessibility voice over speech and under English 
dialect, all I had was the fault and enhance. I did not see Alex at all. Any 
help would be greatly appreciated I am running iPad Mini

If it’s the original iPad Mini (the one released prior to 2013) Alex is not an 
option as you can only have Alex on iOS devices which have a 64 Bit processor 
and at this point that is the A7 processor which came out last year and which 
is in the iPhone 5S, the iPad Mini Retina and the iPad Air. Of course Alex also 
works on all 2014 releases with the A8 processor like the iPhone 6 and 6 Plus, 
the iPad Air 2 and the iPad Mini Retina second generation although it did not 
get the A8 processor.

Alex is a 64 bit voice.  I have no idea of the mini’s proscessor but I’m sure 
others on the list can answer that for you.  Sorry for only a partial answer to

The iPad Mini 2, which may I say is a year old today so happy birthday to that,
