I have taptics turned on and volume at 100% and cannot feel a thing.  I also 
noticed that when I mute and unmute the phone there is almost no vibration.

First go to settings/sounds and make sure that haptics is turned on for 
interactions.

Secondly, make sure that your sound is set to the highest possible.  The higher 
the sound, the stronger the vibration.

I figured out that when voice over starts reading items on the screen as I move 
my finger from the top or bottom of the screen that I am moving it too slowly.  
When I move my finger a little faster the tones are all that are “spoken”.  

 

I also figured out that if I do not hear the tone at the top or bottom of the 
screen that I have not started my finger movement in the right place.

You should also have haptic feedback meaning there should be a vibration when

I figured out part of my problem is that the app switcher comes up at the third 
plunk, not the first.

Yes you can set up the assistive touch option and have menu options. This will 
show up as a small dot on the screen that you can actually set to utilize the 
home gesture, app switcher, Notification Center and control center. It’s not 
ideal but it could work as a work around in noisy situations.

Part of my problem is hearing the tones because they seem pretty quiet.  Is
