How does draft mode work in the iOS email app?

I understand the purpose of draft, so you may compose an email and
send it later. But what isn't clear to me is why when I reply to
someone's email, does my reply sometimes come up as a draft and
sometimes as just a simple reply? What am I doing that inadvertently
invokes draft mode? And why when my reply is in draft am I unable to
send it when I'm finished?

You might be double tapping on the minimize draft by mistake. 
 
 
A simple reply is when you double tap reply and double tap reply again and then 
type the message and then send it. 
A draft email message is when you save the draft and then you come back to it 
to work on it later.
