Yes, it is happening to me. I have tried rebooting my iPhone with no luck.

Subject: Information about this new voiceover adjustment and it not saving?
I see where you can change sentence, pauses, and all kinds of inflection and
tone and pitching different things under the voiceover now, however, when I put
those changes in, they save under the Voice however, the changes don’t seem to
implement in anything outside of the Settings app, so I was curious as to
whether other people or also having the same issue? Dana
