Moving apps in the last row has always worked for me with certain apps. There 
seems to be no rhyme or reason why some apps can be move and others can’t. 
Apple really needs to fix that.

I was able to move several apps from the bottom row either up the page or to

Well, I've upgraded and did manage to move a folder above to that row and 
delete some of its contents, but this was a kind of just about made it act 
and now I can't do anything else with that row on my existing pages.

I can't move them either now, though this seems to have become progressively 
worse.  It doesn't matter what I try.  Can't delete them either!

If you double tap and hold on an app that is not in the bottom row to put it in 
moving/editing mode you can ththen double tap on any of the apps in the bottom 
row and it should prompt you whether you want to delete.

That is really strange. That problem went away for me a while back. It
hasn't come back with 8.1.3. It would be interesting to know what
difference exists.
