It certainly won't hurt to write to accessibil...@apple.com and describe the issue, you can always tell them you could provide a screen recording if they can't reproduce this or say there is no issue. I would also include what Spotify said about this being a Voiceover issue and not a Spotify issue.

And, is there anything I can tell spotify about in terms of what they ought to be doing differently with the text of the playlist descriptions? i.e. could it be that the text is too small? no one seems to know what to do when I say "the text is visibly there but voiceover will not read it".
