The Popscope definitely does not sound like an accessory which will allow
you to position a phone 8 inches above a page horizontally. It is meant to
be used in situations where you want to raise your phone up to take pictures
or video and it also has a tripod so you can take selfis which, in iOS 8
will be even easier as it has a timer/delay for the camera.
Rob from the Today in iOS Podcast apparently has a proto type of this thing
and mentioned it on his last episode where he used it during some sports
event where his son was involved and he said he was able to take some good
video over top of the heads of other people in front of him.

I should have had someone who has vision look at this product. I am
not sure if it can be centered over the page well enough to take a
good picture of the text. I like the concept better than the two box
like products because it is so much more compact. A modification to
this design would make it work quite well.

One should also remember that on Kickstarter projects which are funded may
never get delivered in which case your contribution is gone. There may also
be huge waits. About a year ago I funded the "Sooundband" project. The
Soundband is a headset which I guess for lack of a better description, is a
bit like the Bluez, i.e. it transmits via the tissue from behind the ear and
not via a regular driver that sits on or in the ear. Where the Aftershokz
Bluez sits in front of the ear and uses bone conduction, the Soundband sits
behind the ear and uses a different method, but apparently the sound quality
is quite a bit better. Anyhow, back to Kickstarter. When I funded this last
September with $135 US the goal was to have the Soundband going to backers
by Christmas. Now a year later they say they are still working hard on the
project with no expected delivery date, but it will definitely be at least
another year.

Probably will not work very well for OCR apps. The tripod base only extends 
vertically, so it will not place the iPhone above the centre of the page.
