On the More Info screen in the recent call lists, there has always been a call blocking feature. And, no, you don't have to keep them in the recent call list. They are added to a blocked caller list. So, feel free to delete the recent calls that you have blocked.
In iOS 13, there is a new Silence Unknown Callers feature that allows calls from people who are not in your contacts to show up in the recent call list, and even leave a voice mail, but you are not aware that they called until you check the phone app. That way, if it is someone you know calling from a different number, they can leave a message and you can then add their number to your contacts; or if it is a doctor's office calling from a different line, they can leave a message, etc. But, if it is a spam call, you can then block that number from the recent calls list More Info. One of the new features in iOS 13 I really like. Some people do not like it because if a family member or friend were in an emergency and called from a separate number, it would be silenced, so it is something you can turn on or not under the phone settings.
