Hello,
The only things you could do are: 1) send him a link, he could click, and 
install. 2) (don't think its legal) Log your ID into his device, while 
installing.

Yes, but you have to use iTunes.
Go tthe app store button in iTunes.
You may have to hit f6 a time or two to get to the search edit box.
Type in the name of the app and hit enter.
When you find the link to that app, hit enter.
On that page, you will find a combo box that you can select gift app.
You will find an edit box for their Email address, a box with your first name 
already in it, then a box to write a message.
After that, you'll find a next button. the next screen is to select a theme, I 
usually just hit the next button.
At some point, on the next page you will find a buy app button and have to log 
in.
Then finally a send gift button or just a confirmation that you successfully 
bought the app.
Your friend will get an Email with a link to install the app.
Once upon a time you could do this from the iPhone, but that has been 
impossible since iOS 8 point something.

And remember that you can only gift apps or send electronic iTunes cards to 
people who are using the same App Store as you, e.g. if you are in the US you 
can gift an app to somebody else in the US. I am in Canada and I couldn’t gift 
an app to somebody who is not in Canada or maybe I should say that I could gift 
the app and send it to their email, but they wouldn’t be able to redeem it.
