I’m with Sieghard.

When I got my first iPhone, it only rang 2 or three times before going to voice 
mail.  I called the carrier and they extended it so now it rings about 6 times. 
 They usually set it for a time lag, rather than a number of rings.  

So, do call your carrier and ask them to increase the time.

If it's only ringing twice, there could be something wrong with your cell 
signal, which is a carrier issue or the person is calling and hanging up on you.

That is typically controlled by your carrier and if you call them they may 
change how long your phone rings before it goes to voice mail.
