Hi Keith,
You have 2 options to change Voiceover. You can do something which makes
Voiceover talk and while it is talking adjust the volume up or down with the
volume keys. I usually do this by going to my Home Screen, I touch the top
left icon and then do a 2-finger swipe down which makes Voiceover start to
read all the app icons on my home screen. The second method is to add volume
to the Rotor in the Rotor Settings under Accessibility. Then you can turn
the rotor to volume and flick up or down with a single finger to raise or
lower the volume in 10% increments.
Regina's method will work for SIRI, but it won't do anything to VO volume.
