Of course I am not Jennie but I think I can provide, at least, a partial answer 
to your question; said answer being the following:

In certain counties throughout the United States, Uber participates in the 
para-transit program.  So, if you have been approved for para-transit, in a 
county that has an agreement with Uber, when you schedule an Uber ride, you pay 
a fixed amount for the fair, for example, $3, and Uber bills the remainder of 
the cost of the ride to the county and / or county sponsored partner agency.  

I believe that Jennie lives in such a county.

I was scheduling a ride for tomorrow and it charged me 20 bucks. I’m on the 
Uber option program and I’m only supposed to be charged $2.50 so I need to 
cancel the $20 transaction before it withdrawals. I don’t like when I have to, 
do this new stuff where you have to do it on the computer? I feel more 
comfortable talking to somebody like you did back in the day as if we didn’t 
have a computer regarding stuff like what happened to me an hour or so ago

There is no live agent you can talk to for most things. I had a problem with 
Uber Eats last night and on their web site, it specifically said there was no 
phone number to reach a human.

 

It is almost like they are proud of it!
