Correct, it used to say Mute on and Mute off, now it says "Ring Mode" when mute 
is off and "Silent Mode" when mute is on.

I have the 13 Pro and with iOS 17 dot something it changed what is spoken when 
you mute or unmute the phone with the switch.
Since the 15 replaced the switch with a button, are you sure you are not 
pressing the top most button?
Or, is nothing playing when you press a volume control so it is telling you the 
current state?
Just guessing since I have not touched the 15.
