So, first you have to be using one of the watch faces that weather
gods shows up in--for example, I am using the modular.  Then I chose
to use Weather Gods in the center where the weather complication is,
and you have to be sure to flick down through almost all of them, but
it is there.
Love this app as a weather complication and it does work wonderfully
on the watch with vo.

C how Yolanda, thank you very much for those instructions. I have done all of 
that. I see the basic layout that he gives us, however I thought there was more 
customization for us as voiceover users. I thought there were more 
complications than the one that’s on my watch face now. I may be wrong and I 
said Sincerely  thank you again for all your help.

When you chose the watch face, it states in the heading how many
complications are included in that face.  For example, the modular has
five, so weather is in the center, then I put date at the top and
sunset/sunrise top right, put movement bottom right and battery bottom
left.  I tried a face with only three complications, but did not care
for that limited of a view.

Once you have Weather Gods as your chosen complication on the Apple Watch 
itself what it speaks can be controlled as follows.

 

>From your iPhone open the Watch App.

 

On the My Watch page swipe down until you reach the Weather Gods app.

 

Double-tap here to open its page.

 

Swipe down until you reach a heading titled Modular small.

 

Swiping right once more will take you to a Display entry.  Voiceover will 
announce this as “Display” followed by its current setting and the word 
“Button”.

 

If you double-tap here you will have a list of items that the Weather Gods 
complication supports.

 

There is a dedicated Voiceover one called “Voiceover Smart Conditions”.  This 
mimic the Weather Wheel on the Weather Gods app on other devices.

 

You can swipe through the complication options and double-tap on the one you 
want to select it.

 

I have found that at times it is necessary to switch from then back to your 
chosen watch face to have the information updated.

 

At the bottom of the page there is a button you can select to have Voiceover 
announce the time of the last update.
