I have only ever used the containers navigation feature on my iPad.  As Richard 
says, that is where it seems most useful.

For example, if I open Settings on my iPad and then double tap on 
Accessibility, I would choose Containers from the rotor and then swipe down 
once which would land me on the Accessibility section.

Actually, it is the Rotor.
Containers seem to be most useful on an iPad.
The dock at the bottom of each screen is a container; the main part of the 
screen where your apps are is a container, so it is a particular section of a 
screen.
That's the best I can do for an explanation.
To add or remove things from the Rotor, open Settings, Accessibility, 
VoiceOver, Rotor.
Anything that says selected, will be on the rotor.
If you want to take something off the rotor, where it says something like 
Containers selected; double tap so it just says Containers and it will no 
longer be on the rotor.
The scroll Bar is a new thing that allows you to expose more of the screen.
