Hello. Just create an Outlook folder in your contacts folder and it will become 
a contact group. You can move contacts into your new group and add new ones. 
The iCloud Control Panel handles the synchronization seemlessly.

Hello. You cannot create contact groups in IOS. If you use a computer with 
Microsoft Outlook and the iCloud Control panel, you can easily create and 
manage contact groups.
