Hi Marissa, If your issue is because of a known bug in the software then reinstalling iOS probably won't fix this. But just as with a PC over time problems can come up which may affect the performance of the device and a fresh install of the operating system may help. I don't think the size of your device should make that much difference and yes, Apple does fix problems and new releases of iOS do result in better performance. A good example was the release of iOS 7.1 which ran much faster and better on older devices like the iPhone 4. A lot of people, especially Voiceover users, also reported that iOS 8.1 already works much better on devices like the 4S or the iPod Touch which prior to 8.1 experienced a lot of Voiceover restarts. A full restore will probably fix this. If you really want a good fresh start you should do a full restore via iTunes, then set up the phone as a new device and set up everything fresh, i.e. redownload or resync your apps, set up your WiFi, email accounts and so on. It's a lot of work, but the only sure way not to "restore problems" along with the rest of your backup and sometimes problems can reappear from an old backup.
