Hi

I am very sorry to tell you this, I have had the same issue 2 months
ago. The only thin gyou can do is reset the Phone and then copy the
latest icloud backup.

I just noticed I did not receive any notifications when I downloaded Email.
I went into the notification settings, and for some odd reason, mail was off.
I turned it on, and it now works again.
So, I'm thinking an update may have changed some settings.
But, for me, just resetting them under Settings, Notification did the trick. I 
did not have to reset the phone.

All I had to do was open the programs and exit out of them now notifications 
seem to be arriving ok now. Kind of strange, but at least it is working again.
