The adding an unknown caller to the contacts works fine.
You are mislead however, when it opens the contact VoiceOver says “is editing” 
but in fact, it isn’t.
Double tap on the First Name field and you can enter text without having to go 
to a different field first.

I believe the Go To Status Bar command is broken   from the home screen with 
any Bluetooth keyboard, braille or QWERTY.  It works from within a folder 
though.

I reported that one under the 13.1 beta cycle.

Hi.

I can confirm the S chord on a home screen doesn’t go to the status bar. I 
really appreciate someone bringing this one up, because I thought something was 
broken on my end. Well, technically it is, but at least I know I didn’t do 
anything to cause it other than upgrade the iOS.

By the way, when I refer to Chord, I’m meaning keys you press along with the 
SPACE key on a braille keyboard. I don’t particularly care for the way Apple 
lists the commands rather than the letters they represent. I’ll give you two 
such examples. The Status line access is one of these. It is dots 2, 3, 4 and 
space at the same time, but I sure find it easier to remember it’s an S-chord. 
Also, to get to the home screen, the dot combination is 2, 4, 5 along with the 
space bar. If you haven’t figured it out yet, it’s an H-chord, H standing for 
HOME. To get to the app switcher, just hit H-chord twice quickly, which is the 
same as pressing the HOME button on an iPhone. There are other commands like 
that which would be much easier to remember if you just thought of their letter 
equivalents.
