If rebooting doesn't do it, make sure you have cleared out the app switcher.
This sounds like the typical, the resources are overloaded.
I know Apple says that doesn't happen, but it does.

Yes, sometimes mine will act this way if I am on my back deck, although most of 
the time it works fine out there.  So I just figured it wasn't always a strong 
enough signal.
