I don't know which app was mentioned on the list but I've been using an app called Weather Radio for quite a while now and it's been great. I actually get weather alerts via the app a few seconds before they come across on my Midland desktop weather radio so I have no complaints at all. Also very accessible. I can't recall if it was free or not but I don't think it was.
