I know in the US you can get directory assistance as Dennis said.
In fact, I think some cell providers include it; but one would need to check 
with their provider.

As far as 411 some carriers will give you exemptions if you are totally blind.  
It requires your DR or someone else faxing in something to the company.

whether that app is accessible but you might give it a try to see if it meets

If you are talking about individuals, and not businesses, I'm sorry, that was 
not a good answer on my part. I just did some testing and it is focused on 
business phone numbers. But if it is a business, just ask for the name and 
city, like Siri, what's the phone number for taco belle in Chico california.
But for a person, I've done internet searches and sometimes their number is 
listed.
I usually only am looking for business numbers.
The WhitePages app used to be free, but I have not tried it in years.

I don't understand, you ask Siri for a name and a city where does it look it 
up? Are you talking about in contacts? I was thinking something like a white
