Hi Chris.
The problem is that when you try to navigate by heading, after a
certain point, VoiceOver will jump to some other random point in the
app. This seems true for both Safari and the contacts app. For
example, if I use the rotor and flick through the letters of my
contacts, once I get past the letter e, it jumps back up to some other
point within that app. It seems to be a VoiceOver problem, but not one
that is in every app. For example, I can jump by headings just fine
with NFB Newsline. Not sure exactly what the issue is, though it seems
to happen consistently with Safari. I wonder if Crome suffers the same

Ah, I see now. I do see this when in my Google contacts. I haven't 
noticed it in any other apps though, including All Contacts and 
Safari/Chrome. I also didn't notice this until IOS 6.

Exactly. I see it in Applies all the time. It's frustrating, because pages like 
that one are so dependent on headings for smooth navigation.

good to know that I am not the only one having this frustrating difficulty.

I have found that sometimes, if I flick quickly past the heading that tmakes 
voiceover lose focus, I can navigate a little farther. also, if I find a 
heading I want to keep focus on, I will double tap to pause speech, then 
flick left and back to the right to have it read it. This is a temporary 
work around. I do hope this bug gets fixed soon.

Actually, I think Apple has a bit more of a serious issue to work
on in that they need to fix the way VoiceOver no longer handles
headings properly, so this may get put on the back burner for
awhile. Maybe, and this is a crazy idea I have, they could fix both. 
LOL.

Yes, Applevis and any site like it with many headings will cause this
to happen. It's a shame too, since they're a good way to navigate a
complex web page. it also renders my Safari podcast on Applevis
useless and obsolete. LOL.
