I’m also looking for an app that will do this in the Canadian App Store I had 
the same app in my app completely stopped working since the update of iOS 15

I've been working with the developer of Talking Time, $1.99, and I can say with 
certainty that having it speak the time in one of several VoiceOver voices 
works great, I cannot get the ding pattern to work, however.
He just released the latest update to the App Store.
IF having it speak is OK, you can set it to the hour, quarter hour, half, and 3 
quarters.
The developer has been amazingly responsive.
Here is the info I put on my web page.
Talking Time, $1.99 by Fortuisoft
* Talking Time speaks the time on the hour, half-hour and/or quarter-hour.
* "Set and forget". The app only runs during setup so you can do other stuff 
with your phone, and it won't run down your battery.

The developer is very responsive and working to make the app as accessible as 
possible. I reached out to him about the app before purchasing it and he put me 
in touch with Pam Coffey, who is another VoiceOver user who had sorted out how 
to setup the app. She shared the below with me and gave me permission to pass 
it along. 

How to set up the Talking Time app, written by Pam Coffey.
When you open the app, the entire screen is taken up by the in-app settings. 
The first button is labeled "Unpronounceable". That takes you to what is 
supposed to be the tutorial, which you might as well ignore. The next item 
simply says " Set desired schedule then exit the app."
Next is Background Sound, which needs to be turned on, if you want it to run in 
background. Now, here's the tricky part: Schedule.

When you double-tap Schedule, there are four columns of time indications: 
on-hour , beginning with midnight at the top of the screen, and ending with 11 
PM at the base of the column; quarter past, beginning with 12:15 AM, and ending 
with 11:15 PM at the base of the column; half-past, beginning and ending with 
12:30 AM and 11:30 PM; and three-quarters past, arranged in the same way. If 
you wish, for example, to have it alert you every 15 minutes throughout the 
day, beginning at 6:30 AM and ending at 10:30 PM, you will double-tap 6:30 AM 
and long press (also known as double-tap and hold) on 10:30 PM. Next, 
double-tap on 6:45 AM, and long press 9:45 PM. Then, double-tap 7 AM, and Lon 
press 10 PM. Finally, double-tap 7:15 AM, and long press 10:15 PM. If you _only 
want it to alert you at a few times of the day, simply double-tap the times you 
wish to be alerted (e.g., 6:30 AM, 8 AM, 2:45 PM, 6 PM and 10 PM). I assume 
that, if you have selected a time and then wish to deselect it, double-tapping 
it again will toggle it off. If you wish to deselect _all of the selected times 
within a column, find the one nearest the top of that column, and long press it.

Now that you've done all of that, hit the Back button. The next heading is 
Voice, under which the first option is "Ding only", which can be turned on or 
off. 
The next item is actually "Voice". Here, you can choose from among a number of 
speaking voices; and, you can also choose speaking rate (which is a bit 
quirky), whether or not you want it to begin with "The time is ...",., and 
whether or not you want it to include AM and PM. Once you've set these options, 
double-tap "Save"; then, the next item is Volume. The volume setting for this 
app is related to that of the ringer and alerts; therefore, if you wish to make 
a major change in the volume, you may need to go to your general settings, 
choose "Sounds and Haptics", and enable "Change with Ringer and Alerts"-at 
least until you have it set to your preference. By the way, you are limited to 
64 alerts throughout the day.

The remaining items are "It's Not Working", "Feedback", "Share", and "About". 

The developer, Mark Sydow, added a feature where it speaks whether a time is 
set or cleared when setting up the schedule.  Plus, now in iOS 15.1, you can 
turn off all the notification settings other than Allow Notifications, and 
Sounds.  This way it doesn't clutter up your notification center.

Hi Richard.  I just bought talking time and I have some questions.  I've tried 
setting it up from 8 am to 10 pm to speak  every 15 minutes.  The odd thing is 
that when I Do the double tap and long press on the end time it sometimes says 
the time is set an hour after I actually set it.  When I go back and tried to 
change the time to the hour I actually want it says clear.  For example, I set 
the clock using the double tap for 8 am,  flicked right until I came to 10 pm, 
did a double tap and hold and the clock said 9 am to 10 pm.  So I went back to 
8 am to re-set it and did a double tap and it said 8 am clear.  Am I doing 
something wrong?  Thanks.  I hope this makes sense.

You are doing it right. The logic is, I think, that you already set the first 
hour. So when you long press on the last hour, it only reports the hours you 
have added, so since 8AM was already set, it tells you that you have now set 9 
through 10.

voice.  When I unlock the phone The notification shows up, but I don’t hear the 
announcement.  Crazy!

Did you go into settings, Notifications, Talking Time, and make sure that only 
the allow notifications at the top is on, and that sound is on.
Make sure none of the notification lock screen, notification center, or banners 
are selected.
And, make sure the app is not in the app switcher.
A test you can run once you have checked that is to open the app, double tap on 
the spot that says It's not working, close the app out of the app switcher and 
lock your phone. if you do that fast enough, you should then hear a message in 
your chosen voice saying something like if you can hear this you have the 
settings correct.
You are on iOs 15.1 right?

to setup the app. She shared the below with me and gave me permission to pass 
it along.

How to set up the Talking Time app, written by Pam Coffey.
When you open the app, the entire screen is taken up by the in-app settings. 
The first button is labeled "Unpronounceable". That takes you to what is 
supposed to be the tutorial, which you might as well ignore. The next item 
simply says " Set desired schedule then exit the app."
Next is Background Sound, which needs to be turned on, if you want it to run in 
background. Now, here's the tricky part: Schedule.

When you double-tap Schedule, there are four columns of time indications: 
on-hour , beginning with midnight at the top of the screen, and ending with 11

Well, I figured out part of the problem.  It helps if you have the phone 
unmuted.  I forgot I muted it!  That could explain it!  I think this app will

Did you go into settings, Notifications, Talking Time, and make sure that only 
the allow notifications at the top is on, and that sound is on. 

Make sure none of the notification lock screen, notification center, or banners 
are selected.

And, make sure the app is not in the app switcher.

A test you can run once you have checked that is to open the app, double tap on 
the spot that says It's not working, close the app out of the app switcher and 
lock your phone. if you do that fast enough, you should then hear a message in 
your chosen voice saying something like if you can hear this you have the 
settings correct.

You are doing it right. The logic is, I think, that you already set the first 
hour. So when you long press on the last hour, it only reports the hours you 
have added, so since 8AM was already set, it tells you that you have now set 9 
through 10.
