My phone is doing this as well ever since the update to iOS 8. I have not
checked the time to try to determine whether it is happening at specific
intervals since I only notice it when I have the headset disconnected. it is
either the sound that indicates swiping to a new page or the sound that plays
when it is not possible to flick in a direction. I know these sounds have
actual names but I didn't memorize them.
My iPhone 5 plays both of these sounds, seemingly spontaneously, while the
screen is locked.

the hour, one or the other of my devices will make a tone like when you
swipe but are at the top or bottom of the screen. I have never heard them do
it together. This occurs when the screen is off, but the device is not
powered down.
I really cant think of anything new, although I have updated some apps since
the OS release. I have made sure nothing is running in the app switcher. I
am not the only one to have heard it, so it is not just my imagination.
