  No, it doesn't seem to do that.  When I look at the Home screen, it correctly 
identifies the Weather folder as Weather. When I open that folder, the stock 
Weather app supplied with the phone is correctly identified as well.

Here's a weird one for you.

I have a folder on one of my home screens called Weather, and inside this 
folder is the stock weather app that came with the phone and the Radio NOAA 
app.  When I installed Weather Underground, the label attached to it was simply 
called Weather, and I moved it into the Weather folder that I set up.  Frankly, 
I'm surprised that IOS let me move two apps with the same name into a folder.

Renaming Apps

Wow, thanks for this great explanation.  You were right on target.  I had to 
keep renaming the apps before they took from within the App Switcher.  The two 
apps in question were both called Pro Radio, one was for football, one was for 
basketball.  I just hope that when stations are updated, as will be the case 
for each app, the labels will hold.  We'll see.

Do a double tap and hold with two fingers and wait for the tones and you
will be able to name it to whatever you like.

how to rename or relabel an app on the desktop as I now have two simply
called Camera!.

just a way for you, the voice over user to know what something is. It
doesn't actually change anything in reality. This is sort of like
labeling a graphic in Windows with your screen reader. All it does is
give a label to the screen reader for your use, it doesn't change
anything physical about it.
