G Heil, I have an Apple support plan so I called to ask about speed dial. There is no speed dial option for the iPhone. The best you can do is either use Siri to call for you or add your contacts to your favorites list and then just look through your favorites list to find the contact you want to call instead of having to look through all of your contacts. Use the 2digit number as the contact name? or do something like 21Barry, 23Jones; then typing 21 or 23 should find the sole contact with this prefix. There is not a direct way to do this. There is a hack-work around that uses Safari to create an icon on your home screen to a specific number, but it requires you to trust the person who hosts the server to not gather your phone numbers, and once you create the icon and double tap it, you then will have a cancel or call button to double tap. So, not using the phone app directly at all. I just tested it on an iPhone 5S running iOS 7.0.6 and it worked. But, that was a number I didn't care if anyone harvested it. This is not a recommendation, just reporting a possibility.
