I’ve never had any problems pulling down books from my wish list. My problem is between my two iPhones and my iPad Air 1, I would like to see on the bard reading app the ability to start reading on one device and pick up where you left off on another device such as my iPhone 5s and finish reading my book on my iPad Air. I'm not sure how to do this myself with iTunes, but another option you have is to just download them directly to your Windows PC from the BARD site using your browser.
