It subsitutes voiceover sahing actions. It’s under Settings/Accessibility/Viceover. It’s been several months since I set it up. Good luck! I think it has something to do with haptic feedback. I noticed it to and didn't hear it on my old 7. Try turning haptic feedback off and see what happens. Can you help track down this strange noise? It happens frequently on my iPhone SE 2020 running latest iOS and it seems tgat after VoiceOver reads something it is followed by a brief staccato sound.
