Have you tried forgetting the braille display to see if the keyboard
reappears? I had a similar issue some time ago with a bluetooth
keyboard which corrected after forgetting and repairing the offending
device.

iPhone onscreen keyboard not working after braille display connected

Hi all. I have a student who uses a braille display with their iPhone.
They've not used the display with their phone in a while, so type using the
regular onscreen keyboard. Now, though, the iPhone thinks the braille
display is connected when it isn't, and Bluetooth is off. We've tried
restarting the phone, turning on "show onscreen keyboard", and not even
that worked to show the onscreen keyboard. She does have an update to the
version of iOS that fixed the Siri commands that were disabled, but will
that fix this issue, or is there something else that should be tried?
