I did this exact thing earlier this summer.  I was totally locked out.  Apple 
Accessibility was no help really. He told me that he could walk me through the 
process if I had iTunes, but I had never backed up to iTunes and didn’t have 
access to this from where I was calling.  I ended up going into an Apple store 
and had a great experience with a technician there.  I knew my photos were 
backed up to iCloud, but I wasn’t sure about the rest.  I had resigned myself 
to thinking I could lose a lot.  As it turned out,  she completely  wiped my 
phone and reinstalled the IOS.  Then she connected to iCloud and, thankfully, 
found that pretty much everything was backed up there.  So, I highly recommend 
just going into an Apple store with your Apple ID and having them do the 
process for you.

You should call Apple Accessibility, if you have really changed your PIN to 
unlock your phone and don’t know what it is you are in pretty deep trouble and 
the phone will need to be completely reset. If you have Find my iPhone turned 
on this needds to be turned off first and if you can’t get into your phone it 
has to be done via the  iCloud website which is ot the most accessible.
To set or change your PIN you first have to enter the existing PIN in order to 
access the Touch Id and Password area in Settings, then even if you didn’t have 
a PIN before and you turned this on you would have had to correctly enter and 
re-enter a PIN.
