Generally, this is focuses on the iPhone, the name stands for Visually Impared iPhone users. Not that others do get mentioned. There is a list called PhonesForTheBlind on groups.io that is more general. There are specific Android phone lists I believe and there may even be lists for the Blind Shell, I don't know as I only have the iPhone.
