sim card activation and setting up iphone 4 for overseas travel

Hi all,
I heard that in order to set up an iphone, you have to have a working sim
card in it first. Just seeking clarification 
Is this true?

Yes.  You need an active sim when you setup your new iPhone.  Once you go 
overseas, you only switch cards, you do not set it up again.  So, if you are 
sending an iPhone as a gift for someone overseas, you can set it up using 
your active sim card.  Overseas, they can just switch to another sim card or 
even use the iPhone as an iPod, with no card at all if they so wish.
