BARD doesn't have a sync setting.
I don't think Kindle does either.
Try going into the iCloud settings on your iPad and turn off everything you 
don't want syncing.
And, go into Game Center and turn it off.
I would think that would fix your issues.

Boy, full of questions. Let me see if I can make this clear.

I want to make my iPad just for reading, Bard or Kindle or iBooks or other 
reading material. Of course I know I cannot take news off either iPad or 
iPhone. IPad has only 16 gigs. How can I stop the devices from syncing with
