 Is there any difference when the tube, shielding and Geiger counter are
vertically disposed as in the image, or horizontally?

How can you be sure it isn't some capacitive coupling effect?
Could you ground the shields?
Could you apply voltage spikes to the plates without them being exposed to
the spark gap directly, see if that triggers the Geiger?

It is a logical conjecture that the unidentified particles that are being
produced in the experiment are muons. The following reference shows the
probability of negative muon capture as a function of atomic weight. Lead
and tungsten have about equal capture rate in this regard even approaching
some transuranic elements. The activity seen coming from the shielding is
produced by muon catalyzed fission. The thicker that the shielding is, the
higher becomes the probability of a fission reaction .
