first, adding CAP_SYS_RESOURCE not break process limits but add some additions 
capabilty:
/* Override resource limits. Set resource limits. */
/* Override reserved space on ext2 filesystem */
/* Modify data journaling mode on ext3 filesystem (uses journaling
   resources) */
/* Override size restrictions on IPC message queues */
/* Allow more than 64hz interrupts from the real-time clock */

i don`t find serious security problem with allow it.


second - for shutdown vps from inside, you can use reboot manager from 
original Jacks tools.

Hello Alex, 

I have downloaded the new freevps stuff, and I have it working fairly well.
My question is this, will I need to add CAP_SYS_RESOURCE to the .conf file for the 
vserver, in order to make bind work? and can I do a shutdown from inside the vserver?

eh.. i use same name for same functionality tools. but not full remove links 
to original tools.
You can see same error for vserver script.
from original i need only chcontext utils...

I have just installed freevps on a clean RH7.3, with vserver-0.22-1. When I tried to 
install the freevps tools, I received a file conflict error with /usr/sbin/vdu what's 
next?

It`s rpm builded at rh 7.3 box, i think it must work with RH 8, but RH 9 have 
many many changes in kernel/glibc..
You can try it - but I don`t test with RH 9.
Next release planing move to kernel-2.4.20-20.x. or lastes at moment code
