iPhoto 09 predates Outlook by a couple of years and so knows nothing about its 
existence at all.
 No you can’t set it as a Mail app in iPhoto 09.

However some things will still work: for instance:

1. Use the Media Browser in Outlook (Click on Pictures)
2. Drag the Pics from the iPhoto Window to the Outlook icon on the Dock and 
Outlook will make an email with attachments for them.
3. As Outlook has a comprehensive Automator Dictionary you can create a simple 
workflow and save it as a Service to automate the process.

Office 2011, iPhoto

I recently replace Office 2004 (including Entourage) with Office 2011
(including Outlook).

>From my experience, it was a retrograde step.

I can no longer email photos from iPhoto '09: Outlook doesn't recognise them
or format them.

Bizarre things happen when I attempt to use Dragon Dictate v 2.0.2 in Word
2011: passages get shifted willy-nilly. Words are put in bold at random. And
then Dragon crashes.

And yes, I know Apple has Pages and Mail, but they're not always suitable in
a commercial environment.

I've tried the usual fixes such as repair permissions and restarting and
repairing permissions again. Hard drive is less than 50% full.

Has anyone else had a similar experience?

Manual sort becomes available while viewing in the album.

Thanks Peter for clarifying. Were you trying to “Sort Manually” in “Events”? 

iPhoto sorts photos into “Events” based entirely on Date and Time the camera 
records the photos as taken.
You can move photos between Events, you can Merge Events, you can Rename them 
and sort them in various ways except one: You cannot manually sort in an Event 
as Events are all automated.

If you want to manually sort in an Event then you've outgrown Events as an 
organising tool. 
Now it's time to look at albums (Where you can manually sort) which are much 
more flexible than Events as an organising tool.

Creating a New Album

There is one place where you can always sort photos: a regular photo album (but 
not a smart album!). 
To create a new album from an event:
1.  Double click on the event in question so that you are viewing 
the photos within that event.
2.  Highlight/select the photos you want to reorder. You probably 
want to reorder the entire album, so you select Select All from the Edit menu 
(or type command-A) to highlight all the photos in the album.
3.  Now, from the File album, select New Album from Selection. A 
new window will open, allowing you to name this. Choose anything you like, and 
make sure the Use selected items in new album check box is selected:

Reordering Photos Within the Album

Now that you’ve created a new album with the photos you want to reorder, you 
can feel free to drag photos in any order you wish.Spend some time thinking 
about what order you want the photos in because after you complete this task, 
you’ll have to start over if you want to change the order of the photos again. 

From the Photos menu, select Batch Change… (or type command-shift-B).
What you are going to do now is change the file names of the photos. In the new 
window, make sure the pop-up menus read “Set Title to Text.”
You must also make sure Append a number to each photo is checked.
You can add a name to the file name if you wish, but you don’t have to. The key 
is to have a number appended to each photo:
Finishing Up

Now that you’ve completed the batch change, you can go back to your event and 
choose to Sort Photos by Title (from the View menu). If you’ve completed the 
steps properly, your photos will now be sorted in the order you set in the 
album (you can delete the album if you’re not going to make any further 
changes).

I was not at the meeting, so I’m not sure if I understand what your were trying 
to achieve.
My understanding is that you want to put the 'Album of Photos' into a 'folder 
on your desktop' and retain the order you have arranged the photos in the 
‘Album’ and then place ‘the folder’ onto a thumb drive & iPad

If you want the photos in a sequence outside of iPhoto where you are looking at 
files rather than photos you must export them using the sequential files name 
option so the file names sort to the order you want.

The prefix is for your info - it is the same on every file - only the sequence 
# changes which gives you the sort order in a file system that only looks at 
file names - the prefix can be anything you want.

So what you have done below: i.e 
1. Create your folder on the desktop
2. In iPhoto select the ‘Album’
3. Edit > Select All
4. File Export > File Name > Sequential > ‘Prefix for Sequential’ - type 
anything you want here
5. Click Export - in the export window that appears, select the folder on the 
desktop
6. Click ‘OK’

The images in the folder on the desktop will be in the order you had arranged 
in 'iPhoto Album'
7. Drag the folder onto a Thumb Drive & it will retain the same order.

The images in the Album in iPhoto won’t be changed in any way.
Is this NOT what you wished to achieve?
