Sorry Alan, you are correct. In your case the “fine print” applies.
I was in between support emails and obviously didn’t fully read your first post.
I went by the Subject: High Sierra Endless Loop Download as I’ve had a few 
clients & I think one WAMUG member with the problem and the restart with 
Option-Command-R 
into Recovery and install worked.

The fine print of the Apple support article worries me.  It says - - -
** If you haven't already updated to macOS Sierra 10.12.4 or later, 
Option-Command-R installs the macOS that came with your Mac, or the version 
closest to it that is still available.
I have Mavericks 10.9.5 installed. I therefore expect that High Sierra will NOT 
be installed.  Late last year the standard Command-R macOS Recovery utility 
reinstalled Mavericks 10.9.5.

Will you please check if Apple’s “big print” or “fine print” applies?

Hi Alan,

Click Restart , hold down Option-Command-R to boot into macOS Recovery, and 
reinstall the operating system. This way you will update to the lasted version 
of High Sierra that is compatible with your Mac.

(Did you know that different versions of Command-R cause different versions of 
macOS to be installed by macOS Recovery? 
Check out this Apple support article for the details.)

I want to eke a few more years usage from my obsolete 21.5 inch late 2009 iMac 
fitted with obsolete OSX 10.9.5 Mavericks by installing macOS 10.13.4 High 
Sierra.

However the High Sierra download phase has so far consumed 46 GB for the 4.8 GB 
OS file. This is from three download attempts from the App Store. I click the 
“Cancel” download button to escape the endless loop.  I only checked iiNet data 
usage after I cancelled the second attempt! 

Any suggestions for explaining the cause of the download loop - and for 
installing High Sierra?

I have ascertained that when the OS file download progress indicator reaches 
around 97% it appears to freeze. Activity Monitor of process 
“osinstallerplaind” actually shows a steady download to about 4.8 GB on the 
Network tab, pauses for say 10 seconds, then resumes counting ever higher.

The in-progress download file in 
/Library/macOSInstallData/InstallESDmg.pkg.partial show the file appears to be 
endlessly rebuilt.  File size reaches roughly around 4.8 GB then starts again - 
the next Finder refresh showed say 250MB.
 
Something in the overall process is not taking the final step of stopping the 
download and going to the installation phase.

iMac has 12MB RAM and a 1TB drive with 850 GB free space. This old Mac is WiFi 
only due to a faulty ethernet port.  iMac is using the 2.4GHz band via a 
Netgear R6400v2 router.  Time to download large files is about the same as for 
other Macs connected via ethernet.  I’m on an NBN FTTP 50 Mbps download speed 
plan.
