Hi Marcus

If you tap in the top right corner (which normally is where the battery 
indicator is) and then drag down, this will activate control centre.
You’ll see a lot of various icons. Normally the Remote one will then be in the 
bottom left corner. (And looks like a Siri Remote from the AppleTV).
Once tapped on to that, it should then activate the Remote window.

There is no longer the Apple Remote App. It used to be on the App Store, but 
they (Apple) pulled it when they added it to the Control Centre. If people had 
downloaded it before, they still have access to it - but it just duplicated 
what the Control Centre window does.

I would like to use my iPhone 15 iOS 17.4.1
as an Apple TV remote. 
The online instruction is 
Settings 
Control Centre 
View Apple TV Remote
Tap on the icon to reveal the remote screen.
I must have misread or misinterpreted that because tapping on the icon does 
nothing.
I then looked for an Apple TV remote app.. can’t see that either.
