I believe Steve Langasek (vorlon) who updated mountall from 2.38 to 2.40 in Ubuntu (which added preliminary support for XDG_RUNTIME_DIR) is also working on the PAM module (the second half of XDG_RUNTIME_DIR support). So hopefully we will see Ubuntu have XDG_RUNTIME_DIR support soon.
