Thanks so much for the name! My mind is now clear and waiting for something 
else to perplex it! 

But I do believe the sewer inspector was mentioned toward the beginning of the 
"The Case of the Punch in the Nose" episode, when Barney was going through the 
old files that brought him to the Lawson v Foley episode.

Does Mayberry have the Fourth of July?

Of course they have a fourth of July in Mayberry!  Every town, state, and 
country on Earth has the fourth of July, and all the other 364 days of the year 
too, unless there's some oddball place somewhere that does not use the 
Gregorian 
Calendar.
 
If what you really meant was, are there any TAGS episodes that mention 
Independence Day, then there are at least three:  

 
Frank Myers tells Andy that he used to wear his red, white and blue sleeve 
garter on the Fourth of July
 
Ellie Walker tells the town council that if they have fireworks for Founders 
Day, this will diminish their Fourth of July celebration
 
The Morrison Sisters tell Andy that some folks buy their elixir to celebrate 
the 
Fourth of July.  They mention a lot of other special occasions too, many of 
which are not "legally reco'nized holidays."
