Malcolm was taking care of Andy and Opie while Aunt Bee was gone and wanted them to dress up all the time - like proper bobby snazzlers. Malcolm laid out Andy's clothes, which included his tie and his Sheriff's cap. You see Andy with the tie and cap when he is in the back seat of the car that Malcolm is going to drive him to work in.
