You mean Nero won't let you burn a directory/folder and all of the files in
it to a cd just as a copy operation?

For the type of clients you describe a copy rather than a back up would be
the best way. FWIW, I prefer to back-up by making copies since I've had
horrible luck with compressed back-ups and recovering files.

If you are running Windows XP you can do it using the built-in utility by
right clicking on the top level folder you want to copy and using Send To
and selecting your cd burner as the destination. Then open the cd burner
drive and use File | Write these files to CD (if you are using classic
interface otherwise there will be a link in the sidebar). 

When you are done it will ask you if you want to make another copy or delete
the file from (only the pointers on what to burn not the originals).

XP isn't the fastest way to burn a cd, using Roxio's EZ CD or EZ Media
Creator  burns faster.
