You want a fixed footer? One which is always visible. 

Use absolute positioning for bottom, left. Here are some quick tutorials. The 
first is just the footer. The second and third for faux frames using css. The 
fourth is so I can name drop; although it is a very good and complete site for 
fixed positioning (if you have to do that sort of thing)

So you want a scrolling center section so that the page always has a fixed
height? 
Is that what you mean? 
The type of layout you appear to be using is called a 'letterbox' which
reached its peak of popularity in the late 90s.

Shudder, sorry but I really dislike having a limited box that scrolls sized
for an 800x600 window since that means your content area can at most be
around 300px high by the time you allow for browser chrome, toolbars,
address bars, the masthead and footer areas. Yet you can't assume your
visitors will have higher resolution browsers because people on higher
resolution monitors tend not to browse full screen or have sidebars open,
etc.

Well today the designer changed the links from text to images and suddenly 
there's no problem, except of course those problems inherent in frames. I 
thought of just placing the footer at the bottom of each HTML page but the 
client was adamant about having it "always there". In the future I'll try to 
steer them off it.

What little experience I've had with Net Objects Fusion was not a positive
one so I can't comment on how to do using that program. You can always use
SSI for the language supported by your web host.

Otherwise you can simply copy the footer to the bottom of each page. To
maintain it if you choose that way I suspect there is some sort of find and
replace in the program.

SSI for the footer or if you are using Dreamweaver either a library item or
DWT. If using FrontPage a DWT or an include is an answer. GoLive has
something similar but I am blanking out on the name.

Dump frames, they are really bad for seo.

The page title on a framed site will always be the title of the enclosing 
frame. But you can change the title using JavaScript.  If you have a link in 
a footer frame loading a page into an upper frame, you need to make your 
link call some JavaScript to (i) load the new page and (ii) change the 
enclosing frame title


I'm a bit rusty nowadays but here's a sketch of what you have to do.

Name the frames:






Put some script in the  of the nav frame
