You could give your client a text file (or series of text files) to edit and 
code the site to generate HTML from these files (if you're picky about 
typography you can do some character swapping out as you process the files 
to replace curly quotation marks and proper em and en dashes).


Or supply a text entry form in a hidden area of their site for them to type 
new content into and store this info in a simple database using that for 
content.


Or, I've never used it myself, but give Macromedia Contribute a whirl, 
although I have no idea if it's being continued now that Adobe have bought 
them out.

Hi again,

My client, the same one with the text problem, wants me to set 
up a part of his site so that he (or someone not knowledgeable 
about computers) could add to. My thinking is to have a text 
file that the page somehow reads and he can just edit the text 
file and upload it. Problem is, I am not sure I know how to do 
this. I guess I could write a program in Perl to read the 
appropriate part of the file (or separate files) and display it 
in a web page. Any ideas/comments/advice?

Not that I know anything, but would a blog be a suitable vehicle 
for that?   Wordpress might do it and there is provision for 
authorising contributors (and preventing non-authorised), as well 
as altering the design to work with the site.
