Has anyone seen this error, or know what it means? Any advice, workaround or solution would be greatly appreciated.

On a machine (somewhere in the cloud), I'm trying to get a small web2py site working and I'm running into a persistent reproducible bug that's killing me.

The error I get is:
  OperationalError:  unable to open database file

This eventually occurs on any application I try to create, but I've been able to reproduce it several times with the following set of actions:

   Download a fresh copy of web2py for windows, extract, and run
   Create a new application named test
   In test's admin interface create two auth_user's and one auth_group
   Attempt to create a auth_membership -- instead of the form I get the
   above error.

The system I'm running on is a Microsoft Windows Server 2003 R2
On both a Linux/Ubuntu and a Windows XP machine everything works well.
