Looks like the import psycopg2 was failing in dal.py. I tried the command from command line (python) and got an error. I had installed PostgreSQL libraries in a non-default directory. The following fixed it - export LD_LIBRARY_PATH=/opt/pg/9.3/lib:/usr/local/lib
