Thanks to all for our answers. I've check with other Chinese users if they have some problems to login and everything's ok. So certainly the user that don't reach to load CSS files have a specific problem on his computer. Could this be configurable? I.e. have a setting in the router to specify if we want a 400 or 404 when this occurs? It's definitely nicer (more professional) to have a customized page for invalid request.
