Have you installed flup? I had similarly vague errors when trying to setup 
FastCGI when I didn't have flup installed.

 fastcgi.server = ( "/run.py" =>
 ((
"host" => "127.0.0.1",
"port" => 9080,
"check-local" => "disable"
))
 )

Perhaps you can try running it like:

/srv/www/lighttpd/oracle-webpy-test.py fastcgi 8080

and then having lighttpd connect to it on that port.
