And answer: Why should this page be updated and not removed completely?

It's not listed in the navigation for quite some time now. Did you
follow a link, are you using one of your old bookmarks, etc.

Anyway, both cases should not occur anymore, as the fallback to the
current site's locale should work properly now, and it is more relaxed

Improved the language detection, however still don't know how you even
got to the DL-Buttons with the downloads in the first place. If no
language could be determined, the downloadpage should show the
language-selection right away, and not show any buttons.

steps to reproduce:

1. Go to http://de.libreoffice.org/download/
2. Click on "Hauptprogramm"

At least in IE11, the URL I am redirected to is
